Overhauling EU Farm Policy: Urgency for Reform of CAP

A recent report has urged EU Commission President Ursula von der Leyen to reform the Common Agricultural Policy (CAP) and move away from area-based payments towards effective income support. The report proposes the establishment of an Agri-food Just Transition Fund, a new sustainability benchmarking system, and the European Board on Agri-Food to oversee the implementation.

It also advocates for social conditionality within the CAP, voluntary environmental measures, and a review of trade negotiation strategies. The Farm to Fork strategy, which aims to ensure a fair, healthy, and environmentally friendly food system, faces stalled implementation and growing farmer discontent.

The report outlines ten guiding principles, emphasizing the need for a broader approach to sustainability that encompasses the economic viability and social responsibilities of farmers. The recommendations call for a standardized analysis of farmers' economic viability and the provision of income support to those who need it the most.

The report also emphasizes the importance of rewarding and incentivizing farmers who practice sustainable agricultural techniques beyond EU regulations. Additionally, the report suggests the establishment of a European Board for Agri Food (Ebaf) to advise and monitor the reforms.

This comprehensive reform of the CAP aims to protect farmers, make the agricultural and food system more resilient, competitive, and sustainable, and promote the availability of healthier and more sustainable food for consumers.
