UN Calls for Global AI Governance and Regulation

The rapid development of artificial intelligence (AI) demands urgent global regulation and international collaboration, according to a recent UN report. AI's progression cannot be left solely to market forces, the report emphasizes, highlighting a significant deficit in state regulation.

The UN advisory body, comprising around 40 experts, suggests establishing a permanent international advisory panel akin to the IPCC, focusing on AI risks and necessary research areas. This panel would also explore AI’s potential in addressing global issues like hunger, poverty, and gender equality.

Although the experts did not call for an international AI regulatory agency, they recommended creating accessible coordination structures within the UN Secretariat and better involving developing countries in AI initiatives. Currently, 118 out of 193 UN members are not engaged in major AI projects, mostly from the Global South.

UN Secretary-General António Guterres underscored the need for AI to serve humanity equitably and safely, warning of AI’s potential dangers to democracy, peace, and stability. The report points out risks such as AI-driven disinformation, criminal use, and autonomous weapons.

Continuous scientific analysis and political dialogue are essential to prevent surprise threats, the report states. The UN advisory body also suggested measures like intergovernmental AI dialogues, an AI standards exchange, and a global AI data framework to ensure transparent and rights-based accountability.

Additionally, the creation of an AI capacity development network and a global fund for AI was recommended to bridge digital divides. Establishing an AI Office within the UN Secretariat is also proposed to coordinate these efforts.

The report emphasizes that substantial efforts are needed to prevent vested interests from dominating AI governance.
