Germany remains the largest net contributor in the EU

Germany continues to be the EU's largest net contributor, with €17.4 billion more paid into the EU than received. France follows in second place with €9 billion.

Poland remains the largest net recipient with €8.2 billion, followed by Romania with €6 billion and Hungary with €4.6 billion. Ireland leads in per capita payments, with each resident contributing €236 net to the EU, while Germany comes in second with €206 per capita.

Germany's net payments have decreased due to the weak economic situation, which may shift the balance towards Spain and Portugal, where the economy is performing better. However, Germany's contribution relative to gross national income has also decreased by €2 billion.

A potential EU expansion would require reforms in cohesion policy, awarding rules, and the EU budget. The COVID-19 recovery fund has allocated €66.1 billion to member states, and the overall EU budget for 2023 amounts to €173.1 billion.
